The Slayer Master Cape can only be purchased once you reach Prestige Level 3 in Slayer , the only way to obtain the Slayer Master Cape is from the Slayer Shop for 250 points.

It is considered as a end-game cape. It wields a Tribrid damage boost of 30%

The Slayer Master Cape grants +3 additional slayer points on assignment , and also grants +3 slayer keys guaranteed upon completion of task.
