The Halloween Chest can be opened with a Halloween Event Key (2023).
These keys are obtainable from completing the Halloween Haunted House and killing the Halloween Global Bosses
You can find this chest by teleporting ::home - running east inside the portal(or by typing ::hween), then west up the stairs and there it should be on the north.
